[CALUG] .htpasswd after RT and MySQL install

Thank you all for most excellent suggestions.

Three things turned out to do the trick:

Make the .htpasswd owned by user:user's-grp and mode
644 (had gotten switched to root:root during installs
and RH Enterprise 4 ).  This was the main event.

As to MySQL interference:
Needed to "rpm -e mysql_auth"
(this  may not be exact, but I'm not at work.  It 
took mysql out of apache's htaccess authentication)

Also There seemed to be a problem starting up, so the 
rc scripts for mysql were tweaks to get their socket
created.
