[CALUG] PDF editing

I have been meaning to ask a question like this.

We have a tool on our mainframe that allows you to
superimpose line printer data over a PDF used as a
background. This results in a PDF file as output.

I would like to offload this function to linux.

This lets you do things like W-2 forms (available from
the IRS) filled out with the employee's data included
in the output file. That way they can re-reprint these
things one at a time as needed without having to use
preprinted forms etc.

I also use it for high volume form letters with
individuals data on them.

Have you heard of a product to do this on linux?
