In my case (in Kensington), it's the DLink router that does the NAT'ing. 
  My Linux machine has a real, routable IP address when I connect it 
directly to the ONC (the box outside your house).

I can definitely ssh and vpn into my system.  http is blocked, but https 
works.  I've never tried ftp.
