My suggestion as well. As for NC and/or NMAP being a "common" or 
"standard" utility, it all depends on your point of view. Perhaps now is 
the time to seek out a "Rescue Linux" Live CD. Knoppix seems to play 
this role, among others. I don't know if it has NC or NMAP, but if it 
doesn't, there are several out there that do.

At the very least you can add it to your own personal /bin.

P.S. As mentioned, traceroute and/or ping might have options to hit UDP 
ports. Look around.
