The ones that come to my mind (I'm not a programmer, I've just done sysadmin
support for them in the past) are:
vi, emacs, Eclipse (I know it's Java mostly, but it seems like it has been
branching out), and KDevelop
I don't make any claims about any of the above being "best" for your needs,
merely what's used/available.
What am I missing?
